nuevo CONSEJO CONSULTIVO de ONG para el Estudio de la

Secretaría General de las Naciones Unidas sobre Violencia contra Niños y Niñas

 

Antecedentes:

 En octubre 2006, el Estudio de la Secretaría General sobre Violencia contra Niños y Niñas fue presentado en la Asamblea General de Naciones Unidas. La Asamblea General le pidió al Experto Independiente que sometiera ante la Asamblea General en la sesión del 2007 un informe sobre el progreso logrado en la fase inicial del seguimiento y de plantear la estrategia necesaria para seguir la implementación del estudio.  La Asamblea declaró que esto se debía hacer consultando con Naciones Unidas y con las ONGs .

 En varias ocasiones Paulo Pinheiro ha manifestado su aprecio al fuerte apoyo recibido de las ONGs durante el proceso del estudio, incluyendo su capacidad para proporcionar aportes coordinados.

 En estas mismas ocasiones pidió que las ONGs reconstituyeran un organismo consultivo para promover y mantener el involucramiento de las ONGs a nivel es nacionales, regionales e internacionales en abogar por el seguimiento con los gobiernos, agencias de NNUU y otras para la implementación total de las recomendaciones del Estudio. Un organismo anterior, el Panel Consultivo de ONG que fue creado al inicio del proceso del Estudio para apoyar a Pinheiro en la conducción del mismo, terminó su tarea oficialmente en octubre cuando el estudio fue terminado y presentado. 

 Las ONGs han acordado una respuesta afirmativa y en consulta con Paulo Pinheiro y Jaap Dock decidieron empezar un procedimiento para constituir un nuevo Consejo Consultivo de ONG.

 el nuevo Consejo Consultivo de ONG deberá tener 18 miembros: 9 representante de ONGs nacionales o regionales, “representando” las nueve regiones designadas para consultas regionales para el Estudio y 9 miembros “internacionales” seleccionados de ONGs internacionales con procedimientos de nombramiento y selección diferentes.. 

Formación del   nuevo Consejo Consultivo de ONG:

 Se llama a nombramientos para membresía del nuevo Consejo Consultivo de ONG para el Estudio de la Secretaria General de las Naciones Unidas sobre Violencia contra Niños y Niñas.  Los candidatos deben ser nombrados en un proceso transparente que involucre cualquier red de ONGs establecida en cada región en relación con el proceso de Estudio de la SG de NNUU y las consultorías regionales  vinculadas.  Deben proceder de ONGs regionales o nacionales, NO internacionales.

 Las regiones son los lugares donde el Estudio de NNUU tuvo consultas durante 2005: el Caribe, Asia oriental y el Pacífico, África del Sur y Oriental, Europa y Asia Central, América Latina, Oriente Medio y África del Norte, América del Norte, Asia del Sur, África Occidental  y Central.

 En cada región las ONGs deberán establecer su procedimiento para seleccionar un representante regional.  el proceso de selección debe ser transparente y apuntar hacia el nombramiento de un representante por región.  Se le pide a las regiones  utilizar un elemento independiente apropiado en el proceso selectivo. Cada región debe selccionar su candidato antes del   9 marzo 2007.

 Los miembros a designar deberán representar organizaciones involucradas activamente en tareas contra la violencia en niños y niñas y comprometidas en el seguimiento del estudio en la región.  el representante también se comprometerá en conectarse con las ONGs de la región, vincularlas con el Consejo y viceversa.

 el Consejo deberá tener 18 miembros (9 representantes regionales de ONGs nacionales o regionales y 9 miembros “internacionales” elegidos de ONGs internacionales (un proceso de selección separado está teniendo lugar a nivel internacional).  Inglés será el idioma primario de comunicación.

La selección de  miembros internacionales está siendo coordinada por un pequeño Sub grupo de ONG (incluyendo el   coordinador del Grupo de ONG para el Sub grupo CRC sobre Niños Niñas y Violencia, el anterior Director del Panel Consultivo de ONG para el Estudio y un representante de ONG para el Directorio Editorial del Estudio.) en consulta con Paulo Pinheiro y Jaap Dock, anterior Director del Comité sobre los Derechos de  Niños y Niñas.

 el papel del Consejo Consultivo: 

• Estimular y mantener el involucramiento de las ONGs a nivel nacional, regional e internacional abogando por el seguimiento con gobiernos, agencias de UN y otras para una plena implementación de las recomendaciones del Estudio de la SG de NNUU.
• Abogar especialmente por un Representante Especial a la SG para la violencia contra niños y niñas y que trabaje con el Representante Especial cuando éste sea nombrado.
• Trabajar con el Experto Independiente y el Grupo de trabajo Inter- Agencia, especialmente en la identificación de prioridades claves para el grupo de trabajo y sus miembros y desarrollar actividades de seguimiento y estrategias para asegurar la implementación efectiva de las recomendaciones del Estudio.
• Identificar y transmitir información importante en cuanto a Violencia contra los niños y niñas desde el terreno a la SRSG y otros organismos indicados de NNUU
• Utilizar y reforzar canales/mecanismos de información ya existentes (i.e.. CRIN, listas de e-mails del Grupo de ONG de Ginebra , etc) para informar a la comunidad de ONG por la defensa de los derechos de los niños y niñas sobre el seguimiento del Estudio de la SG de NNUU sobre la Violencia contra niños y niñas y su implementación;
• Estar fuertemente y sistemáticamente conectado con el Consejo de Juventudes para apoyar una participación continua y cada vez mayor de niños y niñas en el seguimiento;
• Participar en el monitoreo de la implementación de las recomendaciones del Estudio por los estados miembros.

ELECTION OF A REGIONAL CANDIDATE FOR THE LATINAMERICAN AND A REGIONAL CANDIDATE FOR DE THE CARIBBEAN TO INTEGRATE THE NGO ADVISORY COUNCIL  FOR THE FOLLOW UP  OF THE OBSERVATIONS RESULTI NG FROM THE STUDY OF VIOLENCE OF UN.

 All the NGOs and networks of the Latin American and the Caribbean region are being asked to propose candidates to be chosen by the region to be members of the NGO World Advisory Council for the follow up advocacy of the observations resulting from the Study of Violence of the UN

 All the NGOs or NGO networks may suggest a candidate according to the requirements mentioned below  whether these are in direct contact with redlamyc or not.  Therefore please circulate this communiqué  among all the NGOs or NGO networks you consider may present a candidate to be elected.

 After the candidates are presented ,they will be elected virtually by all the organizations who receive this communiqué through the redlamyc bulletin. A CALL TO NGO REGIONAL NETWORKS

for nominations for regional representatives for the

new NGO ADVISORY COUNCIL to the UN SG’s Study on Violence against Children

 

Background:

 In October 2006, the Secretary General’s Study on Violence against Children was presented to the UN General Assembly. The GA asked the Independent Expert to submit to the General Assembly at its 2007 session a report on progress made in the initial phase of the follow-up and to anticipate the necessary strategy for follow-up to the implementation of the study.  The Assembly specified this should be done in consultation with the UN and NGOs.

 On several occasions Paulo Pinheiro has acknowledged with appreciation the strong support that he received from NGOs during the study process, including their capacity for producing coordinated inputs.

 On those same occasions he encouraged the NGOs to reconstitute an advisory body to encourage and maintain NGO involvement at national, regional and international level s in follow-up advocacy with governments, UN agencies and others for full implementation of the UNSG's Study's recommendations. A previous body, the NGO Advisory Panel that was created at the beginning of the study process to support Pinheiro in conducting the study, officially ended its work in October, when the Study was finalized and presented.

 NGOs have agreed they should respond positivel y and in consultation with Paulo Pinheiro and Jaap Doek, decided to start a process to constitute a new NGO Advisory Council.

The new NGO Advisory Council is expected to have 18 members: 9 representatives from national or regional NGOs, “representing” the nine regions designated for regional consultations for the Study, and 9 “international” members selected from international NGOs, with different nomination and selection processes.

 Formation of the new NGO Advisory Council:

 Nominations are invited for membership of the new NGO Advisory Council to the SG’s Study on VAC. Please note that candidates should be nominated through a transparent process involving any network of NGOs established in each region rel ation to the UNSG’s Study process and the regional consultations held in connection with it. They should come from regional or national NGOs, not international NGOs.

 The regions are the ones where the UN Study held consultations during 2005: the Caribbean, East Asia and Pacific, Eastern and Southern Africa, Europe and Central Asia, Latin America, Middle East and North Africa, North America, South Asia, West and Central Africa.

 NGOs in each region should establish their own procedure for selecting a regional representative. The selection process should be transparent and aim at nominating one representative per region. Regions are strongly encouraged to also involve some appropriate independent  element in the selection process. Each region is expected to select its candidate by 9 March 2007.

 Members should be appointed as representatives of organisations that are actively involved in work of violence against children and committed to follow-up to the Study in the region. The representative should also commit to liaise with the NGOs in the region and to link them to the Council and vice-versa.

 The Council is expected to have 18 members (9 regional representatives, from national or regional NGOs, and 9 “international” members selected from international NGOs (a separate selection process is taking place at international level ).  English will be the primary language of communication.

 The selection of international members is being coordinated by a small NGO sub-group (including the convenor of the NGO Group for the CRC’s Subgroup on Children and Violence, the former chair of the NGO Advisory Panel for the Study, and an NGO representative to the Study’s Editorial Board), in consultation with Paulo Pinheiro and Jaap Doek, former chair of the Committee on the Rights of the Child.

 

The role of the Advisory Council:

 -          To encourage and maintain NGO involvement at national, regional and international level s in follow-up advocacy with governments, UN agencies and others for full implementation of the UNSG’s Study recommendations;

-          In particular to advocate for a Special Representative to the SG on violence against children and to work with a SR when appointed;

-          To work with the Independent Expert and the Inter-Agency Working Group, particularly in identifying key priorities for the working group and its members and developing follow-up activities and strategies to ensure effective implementation of the Study’s recommendations;

-          To identify and transmit important information regarding VAC from the fiel d level to the SRSG and other appropriate UN bodies;

-          To use and strengthen existing information channel s/mechanisms (e.g. CRIN, NGO Group mailing lists, etc.) to inform the child rights NGO community regarding the follow-up of the UNSG’s Study on VAC and its implementation;

-          To be strongly and systematically connected to the proposed Youth Council in order to support continued and increased participation of children in follow-up;

-          To participate in monitoring the implementation of the Study’s recommendations by member states.
