Update: UN Study on Violence Against Children

REGIONAL DEVel OPMENTS:

East Asia and the Pacific: On October 10, an ad hoc work group for the UN Study on Violence against Children met for the first time in Bangkok. The group included regional NGOs, UN agencies, and independent experts. The meeting included updates on activities rel ated to the UN Study by each organization and agency, as wel l as preliminary discussion and planning for a regional consultation for East Asia and the Pacific. The group agreed to serve as a steering committee for the consultation, to begin identifying focal points in each country that will participate, and to identify existing initiatives on violence against children in the region. Attached, please find the full minutes from the meeting.

North America: On October 16, about 25 international and US-based NGOs met in New York, together with UNICEF representatives, to begin preliminary discussions about a North American consultation for the violence study. Participants discussed key issues of violence against children in North America, possible goals for the consultation, organizations to be involved, possible timing and location, and other issues. Next steps will include making contact with Canadian NGOs, and the US and Canadian governments. Attached, please find the full minutes from the meeting.

Middle East Consultation: An updated agenda is attached for the Middle East consultation, scheduled for February 23-25 in Amman. In addition to del egations from each country in the region, Professor Pinheiro, Carol Bel lamy (executive director of UNICEF), and several members of the Committee on the Rights of the Child are expected to participate.

SUBGOUP ON CHILDREN AND VIOLENCE:

2004 Workplan: Attached is a provisional 2004 workplan for the NGO Group for the CRC’s Subgroup on Children and Violence. As it has in the past, the subgroup will continue to focus attention on the UN Study, as wel l as influencing the Commission on Human Rights and building partnerships with other rel ated subgroups.

Next meeting: The next meeting of the Subgroup will be in Geneva on November 18 at 1pm at the NGO Group offices (1 rue de Varembe, 4th floor). The first hour will be a joint meeting with Sub Group against the sexual exploitation of children.

For those interested organizations that do not have a representative in Geneva, minutes will be circulated after the meeting.

The draft agenda is as follows:

2. Agreement of agenda
3. How the two SG's can work together
- gathering of rel evant information
- hidden forms of sexual violence and abuse
- identifying particularly vulnerable groups
4. Update from the UN agencies (UNICEF, WHO, OHCHR)
5. Update on Advisory Panel - Mel anie (child participation, next meeting)
6. Input from NGOs present on what their NGOs contribution and focus will be to the UN study
7. Commission on Human Rights
8. Any other business
9. Next meeting
