 Apreciados amigos de la sociedad civil,
 
Reconociendo la importancia de la contribución de la sociedad civil,  en las actividades de la Organización de Estados Americanos (OEA), los  Estados Miembros recientemente aprobaron resoluciones encaminadas a promover la participación de la sociedad civil en todas sus áreas de
trabajo. Asimismo, las organizaciones de sociedad civil (OSC) han  emprendido varias iniciativas con el fin de aprovechar las  oportunidades ofrecidas y tomar parte en el seguimiento e implementación de la agenda interamericana y los mandatos de las  Cumbres de las Américas. el espacio que se ha creado ofrece la oportunidad para que los representantes de las OSC no sólo participen en estas reuniones sino que brinda oportunidades para el intercambio  de ideas con representantes gubernamentales y facilita discusiones acerca de las decisiones que están siendo aprobadas; igualmente brinda la oportunidad de hacer seguimiento e implementar iniciativas
especiales.
 
La Secretaría de Cumbres de las Américas como la oficina responsable  de implementar los mandatos de la OEA en cuanto la participación de la sociedad civil, reconoce las contribuciones positivas que se han realizado a través de su relación con la sociedad civil.
 
Luego de la Cumbre Extraordinaria de las Américas llevada a cabo en  Monterrey, México y la Declaración de Nuevo León en la cual se reitera la importancia de la participación de la sociedad civil, la Secretaría de Cumbres espera lograr un aumento en la participación de la sociedad
civil. La Secretaría de Cumbres, sede del Proceso de Cumbres apoya a  la Comisión sobre Gestión de Cumbres Interamericana y Participación de la Sociedad Civil del Consejo Permanente de la OEA, y al Grupo de Revisión de la Implementación de Cumbres (GRIC). La Secretaría está al
frente de los progresos y nuevos temas que se podrían realizar dentro  de la agenda interamericana, por este motivo la Secretaría tiene como objetivo colaborar extensivamente con la sociedad civil con el fin de  aumentar su participación en el diseño y seguimiento de la agenda
hemisférica asegurando que el proceso de cumbres no sea sólo un  esfuerzo por parte de los gobiernos pero también de toda la sociedad  en toda su extensión.

Dear friends,
 
Recognizing the important contributions of civil society, the Member  States of the Organization of American States (OAS) have recently approved resolutions to further promote civil society involvement in all its areas of work.  Likewise, civil society organizations (CSOs)  have taken important steps to make use of the greater opportunities offered and to involve themsel ves in the implementation of the  Inter-American agenda and the Summit of the Americas mandates.  The
enhanced space for interaction offers the opportunity for CSO  representatives to not only participate in meetings, but to exchange views with official del egates, to comment on resolutions as they are prepared, and to hel p in the implementation and monitoring of special  initiatives.
 
The Summits of the Americas Secretariat, the office responsible for implementing the mandates of the OAS regarding civil society participation, has also embraced the positive contributions of a
productive rel ationship with civil society.

In the wake of the Special Summit hel d in Monterrey, Mexico and  following the Nuevo León Declaration, which reiterates the importance  of civil society participation, the Summits of the Americas  Secretariat hopes to build on past achievements and facilitate  increased participation from civil society. Further, as the home of the Summit Process, and through its support to the Committee on the  Inter-American Summits Management and Civil Society Participation of  the OAS Permanent Council, and to the Summit Implementation Review Group (SIRG), this Secretariat is continually up to date on progress and any new issues that may arise within the Inter-American agenda. 
For these reasons, this Secretariat aims to collaborate extensivel y  with civil society in order to increase their participation in the design and follow up of the hemispheric agenda ensuring that the Summit Process is not only an effort of governments but of society at  large.
